Give Feedback on Airport Minimum Standards for Commercial Aeronautical Activity

2 min read

The Denton Enterprise Airport is seeking public feedback on proposed updates to the Minimum Standards for Commercial Aeronautical Activity (aka "Minimum Operating Standards" or "minimum standards"). The minimum standards specify insurance and operational requirements and the permitting process for on-airport businesses. The goal of the updated standards is to promote safe, efficient, and adequate service levels and avoid any potential violations of FAA regulations. The minimum operating standards were last revised in 2020.

On Aug. 12, 2026, Airport staff gave a presentation to the Airport Advisory Board (AAB) on the benefits, focus, and timeline for these updates:

The draft updates, described below, are available for comment and feedback by Airport stakeholders. Once public feedback is received, Airport staff will make their final recommendations for approval by the AAB.

Draft updates to Chapter 3 of the Code of Ordinances

Draft updates to the Minimum Operating Standards include updating insurance language, clarifying fee requirements for operators with multiple business types, adding a self-fueling permit, implementing a temporary permit for mobile operators, and clarifying vague or outdated language.

Other changes include:

  • Adding a section referencing the adopted rates and fees schedule,

  • Creation of an "Innovation Period" to allow limited flexibility for innovative commercial uses such as AAM and eVTOL operations,

  • Moving insurance requirements to an exhibit to improve transparency and more easily incorporate future updates,

  • Creating a requirement for all businesses to keep an after-hours contact on file with the Airport,

  • Additional requirements for aircraft sales, and

  • Adding a new business category for non-flight training services.
